FTA Award Winner: Alabama eID Program: Authenticating Taxpayers with Biometrics

The free AlabamaeID app permits the department to send notifications to taxpayers who have downloaded the app, created an electronic identity (eID), and registered with the department. Rather than taking identity quizzes before a refund can be processed, taxpayers can confirm or deny that they filed the return and verify the refund amount that is being claimed. This enables the department to process these returns in a timelier manner and taxpayers receive their refunds faster.

Projects, Processes and Systems to Support Online Sales & Use Tax Compliance

Pennsylvania has been successful using traditional physical presence nexus standards in asserting sales tax requirements for major online retailers.  In 2017, PA's General Assembly passed marketplace legislation extending compliance obligations to marketplace facilitators and sellers, including an election for noticing/reporting by those without PA nexus. This presentation will provide a soup to nuts summary of the data matching, system preparation and outreach and education efforts to identify and bring online marketplace retailers into PA tax compliance, as well as plans being formulated for consumer use tax compliance efforts.

The E-Standards update will include an overview of schema changes for Modernized eFile as well as new projects such as E-Levy. These will be worked in the E-Standards meetings Wednesday afternoon and Thursday.  The update on STAR, which stands for Security Threat Assessment and Response, will focus on the work product of this Security Summit working group, in particular reviewing security standards that state tax agencies are asked to follow.

The FTA E-Standards group has been working on a standard XML file for electronic wage levies to use with employers and third party preparers to 1) send original notices, amends/updates, and releases and 2) receive answers from employers on the employee status to tell the state whether they are withholding, no longer employed, or never employed.  This session will share the current progress of this project in several states and what states can do to get involved.
