WISCONSIN AND SOUTH DAKOTA CO-WINNERS OF
2017 FTA AWARD FOR OUTSTANDING TECHNOLOGY APPLICATION
California receives honorable mention

 
WASHINGTON, D.C. (March 16, 2017).  The Wisconsin Department of Revenue and the South Dakota Department of Revenue are co-winners of the 2017 FTA Award for Technology. Judges gave the California Franchise Tax Board an honorable mention.
 
Awards will be presented at the FTA Annual Meeting, June 11-14 in Seattle, Wash. The winning agencies have been invited to present the details of their programs during the Technology breakout.
 
Entries were judged on the basis of factors such as originality, transferability, quality, and effectiveness.
 
Wisconsin won with its Income and Withholding Matching for Fraud Protection and Reconciliation program. The judges were impressed with Wisconsin’s comprehensive re-thinking of employer/employee match programs, noting that it attacked and addressed data quality issues as well as the varying submission capabilities of different reporters, featured extensive marketing and messaging, and actually resulted in increased electronic filing.
 
South Dakota’s Special Events Application considers the problem of transient vendors. It was designed to address the challenges of events such as the the State Fair and the Sturgis Motorcycle Rally. The iPad-based product improves recordation, tracking and payment services for vendors and the state, delivers more consistent real-time data, takes advantage of GIS technology, results in better customer service and offers new opportunities to share data across state agencies.
 
California received the Honorable Mention for its broad-based Enterprise Data to Revenue project. Though the agency handles tax reporting from 18 million citizens and more than a million businesses, the agency impressed judges with the scale and breadth of the five-year program improvements, which encompass a re-engineered personal and business return filing and validation system, a new data warehouse and improved data modeling and analytics, a “one taxpayer view” Taxpayer Folder paperless environment for the staff,  case management tools and highly enhanced and new on-line services for taxpayers and their representatives.
