Award for Outstanding Research and Analysis in State Tax Administration

PURPOSE:

The award is intended to honor and recognize tax agencies that have undertaken research and analysis to assist in state tax administration.  The research and analysis submitted could examine tax policy, structure or administration and should be aimed at improving state tax practices.  Examples include economic or tax policy analysis, operations research or compliance research, revenue forecasting, or tax modeling.

ELIGIBILITY:

Eligibility is limited to the members of the Federation of Tax Administrators and may include any research conducted since the last Research Award in 2014.

SUBMISSIONS:

Nominations must be submitted by the chief executive officer of the member revenue agency. The nomination consists of a complete written explanation of the initiative, the nature, purpose and content of the initiative, along with its impact, strengths and weaknesses. The impact of the research or analysis on policy and unique characteristics of the effort, if applicable, should be noted. There is no application form. Supporting exhibits such as charts, graphs, and other information prepared under the program may be submitted. FTA suggests that no more than three such items be included.

Award submissions will be accepted via email (PDF preferred), a URL link (website) or other electronic means.

JUDGING:

Entries will be judged by an independent panel of experts. Entries will be judged on the basis of factors such as originality, effectiveness, and impact.  The research nominated may be targeted or comprehensive in nature.

PRESENTATION:

The award will be presented at the Annual Meeting of the Federation of Tax Administrators to be held June 12-14, 2017, in Seattle, WA. The winner will also be invited to make a presentation of the program or effort during the Annual Meeting and at the FTA Revenue Estimating and Tax Research Conference to be held September 23-27, 2017, in Omaha, NE.
